Undertake all kinds of municipal state-owned stock assets transferred by the municipal government and the Municipal SASAC, carry out classified management and operation according to the state of the assets, activate the municipal stock assets by means of integration and reorganization, disposal and liquidation, asset securitization and management promotion, and promote the rational flow and layout optimization of the stock assets.

According to the decision and authorization of the Municipal SASASAC, the state-owned shareholders of the invested enterprises should perform their functions, take value management as their characteristics, draw lessons from and explore effective means of capital operation, and realize the adjustment of the layout structure of state-owned capital and the promotion of its value through the market operation of state-owned equity.

With the concept of "value, marketization and capitalization" as the action concept, we should use industrial funds and other modes to guide and mobilize social capital, support and promote the transformation and upgrading of municipal enterprises, actively participate in the development of "6411 industry" and promote the economic and social development of our city.

We will actively innovate market-oriented capital operation tools, broaden financing channels, build a billion-level investment and financing platform, and provide state-owned equity financing and financial assistance for the invested enterprises, mainly through credit enhancement.

Focusing on the overall layout and planning of state-owned enterprises in our city, and with professional research spirit, this paper studies and analyses the domestic and foreign capital markets, the reform trends of state-owned enterprises at home and abroad, and the layout structure of municipal state-owned economy in a timely manner, so as to provide suggestions for the overall capital operation of state-owned enterprises in our city.
